Landlord Guide: The 2027 Home Energy Model (HEM) & Hitting EPC C by 2030

If you manage private rental properties, major regulatory shifts are on the horizon.

With the UK government requiring all private rented properties in England and Wales to reach an EPC C rating by October 1, 2030 under the Warm Homes Plan, landlords are under pressure to retrofit. But there is a critical twist every property manager needs to prepare for: the underlying model used to calculate your EPC is changing in 2027.

In late 2027, the government will officially retire the old Standard Assessment Procedure (SAP) framework and replace it with the Home Energy Model (HEM).

Here is what this means for your portfolio, how the rules affect rental compliance, and practical retrofit advice to make sure your investments stay compliant and profitable.

What Is Changing in 2027?

For decades, EPCs relied on SAP—a system created in 1993 that uses monthly averages to estimate energy efficiency. SAP struggled to accurately account for modern green technology, smart controls, and flexible energy tariffs.

The Home Energy Model (HEM) replaces SAP with a physics-based simulation engine that runs 30-minute interval calculations across all 8,760 hours of the year.

The End of the Single A–G Score

Instead of a single overall band, EPCs issued under HEM from H2 2027 onward will break performance down into four distinct metrics:

  1. Fabric Performance: The thermal efficiency of the building structure itself (insulation, glazing, airtightness).

  2. Heating System: The efficiency and carbon footprint of the heating setup. (Note: Fossil fuel and mains gas boilers will be hard-capped at Band D).

  3. Smart Readiness: The home's capacity for demand flexibility (smart meters, batteries, solar PV, EV chargers).

  4. Energy Cost: Estimated annual running costs (£/year).

Transitional Period: EPCs issued between H2 2027 and the end of 2029 will show a legacy overall A–G rating alongside the four new metrics to ease the transition before MEES 2030 takes full effect.

What MEES 2030 Means for Your Rental Portfolio

Under Minimum Energy Efficiency Standards (MEES), the direction is clear: EPC Band C is becoming the hard minimum for tenancy agreements by October 1, 2030.

Here is how the 2027 HEM switch impacts your compliance plan:

  • Existing EPCs remain valid: Valid 10-year EPCs issued before H2 2027 remain legally valid until their expiration date. However, when they expire or when you need a new certificate, it will be evaluated under the stricter HEM methodology.

  • Gas boilers will hit a ceiling: If your plan to reach EPC C relied solely on swapping an old gas boiler for a new modern gas boiler, reassess now. Under HEM, fossil-fuel boilers will be hard-capped at Band D on the Heating System metric.

  • Fabric comes first: HEM prioritizes heat retention and insulation. You will no longer be able to "mask" poor wall insulation or drafty windows just by installing a cheap heating workaround.

Practical Retrofit Advice for Landlords

To ensure your rental properties reach compliance smoothly without wasting capital, follow this phased retrofit strategy:

Step 1: Prioritize Building Fabric (Insulation First)

Before touching the heating system, minimize heat loss. Under HEM's Fabric Performance metric, basic measures deliver the highest return on investment:

  • Top up loft insulation to at least 270mm–300mm.

  • Wall Insulation either Internal/External or Cavity wall.

  • Upgrade single glazing or degraded double glazing to modern, energy-efficient units.

  • Floor Insulation where possible

Step 2: Modernize Heating & Hot Water

Since gas boilers will be capped at Band D under the Heating System metric:

Look into heat pumps (air-source or ground-source), especially when replacing aging boilers. Heat pumps will easily capture Band A or B ratings under HEM.

  • Take advantage of government grants (such as the Boiler Upgrade Scheme) to offset installation costs.

Step 3: Integrate Smart Technology & Solar

To boost your Smart Readiness and lower bill estimates for tenants:

  • Install smart meters and flexible heating controls.

  • Consider Solar PV paired with battery storage if the property roof orientation allows, which dramatically cuts calculated running costs.

Landlord Action Plan: Key Dates

  • Now – Mid-2027: Audit your portfolio's current EPCs. Identify properties sitting at Band D or lower.

  • H2 2027: Home Energy Model launches. New EPCs will display four core metrics + legacy rating.

  • 1 October 2030: Mandatory EPC C deadline for all private rented properties in England and Wales.

Bottom Line

Don't wait until 2029 to prepare. Retrofitting with the Home Energy Model in mind—focusing heavily on fabric insulation and low-carbon heating—protects your rental yields, keeps your properties tenant-ready, and avoids costly last-minute work before the 2030 MEES deadline.

To avoid any potential compliance issues or sudden rating drops, consider securing a new assessment now before the changes take effect. Because Energy Performance Certificates remain legally valid for 10 years, obtaining an EPC today under the existing Standard Assessment Procedure (SAP) gives you complete peace of mind—sparing you from worrying about the new Home Energy Model methodology for another decade.
