Warm Homes: Local Grant (WH:LG)

The Warm Homes: Local Grant (WH:LG) is a core initiative within the UK government’s flagship Warm Homes Plan. Operating with £500 million in public funding across England, the scheme aims to tackle fuel poverty and lower home carbon emissions.

Unlike supplier-led schemes like ECO4, the Local Grant is managed and delivered directly by local authorities and their accredited energy partners. Upgrades are fully funded with no requirement for owner-occupier contributions.

Funding

The grant operates on a "whole-house" retrofit approach, meaning properties are assessed to determine the best combination of measures required to bring them up to an EPC C standard.

Funding is split into two distinct, stackable measure caps:

  • Energy Performance Upgrades (Up to £15,000): Covers structural fabric improvements, draughtproofing, and solar generation.

  • Low-Carbon Heating Upgrades (Up to £15,000): Covers clean heating systems like heat pumps or high-efficiency storage heaters.

  • Maximum Combined Value: Eligible properties needing both types of improvements can receive up to £30,000 in fully funded retrofits.

Low-Carbon Heating Upgrades (Up to £15,000 Cap)

  • Air-source heat pumps (ASHPs)

  • Ground-source heat pumps (GSHPs) and shared ground loops

  • Hybrid heat pump systems

  • High-heat-retention electric storage heaters

  • Biomass boilers (for qualifying off-grid properties)

Energy Performance Upgrades (Up to £15,000 Cap)

  • Solid wall insulation (internal and external)

  • Cavity wall, loft, and room-in-roof insulation

  • Underfloor insulation

  • Solar PV (photovoltaic) panels

  • Home battery storage systems

  • Energy-efficient double or triple glazing

  • Draught-proofing measures

  • Smart heating thermostats and thermostatic radiator valves (TRVs)

To be eligible, a home must be located in England, be an existing domestic property with an EPC rating of D, E, F, or G, and meet one of three qualification routes:

  • Pathway 1 — Geographic Target Areas: Properties located within Indices of Multiple Deprivation (IMD) Income Deciles 1 or 2 qualify automatically without needing to submit income or benefit documentation.

  • Pathway 2 — Benefit / ECO Flex Criteria: Households receiving specified means-tested benefits (e.g., Universal Credit, Pension Credit, Housing Benefit) or meeting local council "ECO Flex" health/vulnerability criteria.

  • Pathway 3 — Low Household Income: Households with a gross annual income of £36,000 or less.

The Minimum Energy Efficiency Standards (MEES)

For landlords in England and Wales, it is illegal to rent out a property with an EPC rating below Band E, unless a valid, registered exemption applies. Our assessors are experts in advising landlords on the most cost-effective path to MEES compliance

Rules for Private Tenants & Landlords

Private renters can access the grant, but special rules apply to protect tenants and landlords:

  • First Rental Property: Fully funded (0% landlord cost) if the occupying tenant meets the low-income/benefit criteria.

  • Multiple Rental Properties: Landlords upgrading additional properties within their portfolio are typically required to co-fund 50% of the total installation cost.

  • Tenant Protections: Landlords must give formal consent for retrofits and are prohibited from raising rent or passing costs onto tenants as a condition of receiving the grant.
